Gifts and Donations
The Library enjoys and appreciates great community support! However, because we are in such a small space, all gifts and donations must be approved in advance by the Board of Trustees.
First Amendment Expressive Activities Policy
For purposes of the First Amendment, courthouses and libraries are considered to be limited or non-public forums. As such, the Library is only obligated to allow those expressive activities that are consistent with the nature and mission of the Library (i.e., receiving information and accessing the Library’s books, programs, and online resources). The First Amendment protects the right to film or take photos when the person filming is located on a public street, a public sidewalk, a public square, or a public park. However, the First Amendment only provides full constitutional protection for expressive activities at the Library if those activities are consistent with the nature and mission of the Library, or are expressly allowed by the Library. Libraries are charged with ensuring a safe and healthy environment in which users and staff are free from harassment and threats to their safety and well-being. Accordingly, the trustees or their authorized designee may impose reasonable restrictions on the time, place, or manner of library access. (See Kreimer v. Any request to photograph or record students of Thornton Central School or patrons of the Library must be approved in advance by the Director or authorized designee, with written releases of consent. In the case of minors, consent of the parent or legal guardian must be obtained, pursuant to the Family Educational Rights and Privacy Act (FERPA).
Photography, Filming, and Videography Policy
The trustees hereby authorize filming and photography under the following specific conditions only to the extent that it does not interfere with the operations, programs, and activities of the Library, or the patron’s right to privacy and freedom from harassment.

The trustees hereby authorize filming and photography under the following specific conditions only to the extent that it does not interfere with the operations, programs, and activities of the Library, or the patron’s right to privacy and freedom from harassment.
- Classes or Library-sponsored events may be photographed or videotaped only with the written consent of those being photographed.
- Casual amateur photography or videotaping may be permitted for patrons or visitors wanting a remembrance of their visit, provided those activities do not interfere in any way with Library operations or capture any identifiable likenesses of individuals without their permission. Any such photographers are responsible for arranging all necessary releases and permissions from persons who are filmed or photographed. Except as otherwise permitted in paragraph 3 by the Library itself, in no circumstances may anyone take a photo or film a Library patron without the consent of the patron or their parent/guardian, if a minor.
- The Library may utilize photos and videos from public programs and events at Library facilities and Library spaces on its website, social media accounts and in Library publications. Photos, images, and videos submitted to the Library by users for online galleries or contests may also be used by the Library for promotional purposes. To ensure the privacy of all individuals, including children, images will not be identified using full names or personal identifying information without written approval from the photographed subject, parent, or legal guardian.
- Any consent granted pursuant to this policy to permit photography or filming may be revoked at any time upon failure to comply with terms of the policy or other rules and regulations of the Library.
